And how this can be changed with AI.

Strategy is rarely the problem. Their absence in everyday life is.

Companies invest an enormous amount of energy in strategy. Golden Circle workshops, mission statements, cultural initiatives, OKRs – it’s all there. On paper, it looks coherent, often even inspiring.

And yet a different picture emerges in everyday life.

A developer decides how a feature is to be implemented. A product owner prioritizes the next ticket. An architect makes a decision about a new integration. All these decisions are made under time pressure, with a local context – and almost always without any conscious reference to the corporate strategy.

The result is not chaos. It is something more dangerous: locally sensible, globally inconsistent decisions.

Strategy exists. But it is not effective.

The real problem: loss of context at the moment of decision

You can put it in a nutshell:

Companies do not have strategy problems. They have context problems.

Strategy lives in presentations, in workshops, in well-maintained Confluence pages. There it is visible, well thought out and consistent. Decisions are made in completely different places: in a developer’s IDE, in a Jira ticket, in a spontaneous Slack thread, in a brief conversation between two colleagues before the next meeting.

There is a gap between these two worlds.

A product owner prioritizes a feature without fully considering the strategic impact. A developer chooses a particularly elegant technical solution that is difficult to measure. An architect chooses a technology that seems optimal locally but does not fit the long-term platform goals.

This gap is rarely actively addressed. Instead, attempts are made to compensate for it indirectly – through more coordination, additional documentation and regular alignment meetings. This leads to more transparency in the short term, but more friction in the long term.

The basic problem remains: The strategic context is not available at precisely the moment when it is most urgently needed.

And this problem does not scale well.

Noesis: When strategy becomes available at runtime

The idea behind Noesis is radically simple:

What if strategy was available exactly where decisions are made?

Not as a document. Not as a training course. But as an ongoing context.

With the emergence of AI tools such as ChatGPT, Copilot or Gemini, the place where decisions are prepared is shifting. Developers ask AI for implementations. Product owners formulate requirements in dialog with AI. Architects evaluate options together with a language model.

These interactions are the perfect lever – because each of them is based on a prompt.

And this is exactly where Noesis comes in.

Metaprompts: The invisible layer beneath every decision

A metaprompt is essentially nothing more than a structured context that precedes every query.

Instead of an employee simply asking:

“How do I implement feature X?”

is implicitly supplied with a context that contains things like:

Why does the product exist at all?

What terms do we use?

What principles apply to decisions?

What technical and organizational constraints are in place?

The actual request remains the same. But the answer changes fundamentally.

An example from practice

Without Noesis

A developer receives a ticket: “Implement API for feature X”. To save time, he asks an AI tool:

“How do I build a REST API for Feature X?”

The answer is technically sound. The AI suggests a common framework, defines endpoints, thinks about validation and maybe even logging and monitoring. Everything looks clean and this is exactly where the problem lies.

The solution is generic. It is not wrong, but it is also not specific to the company.

Nobody asks at this moment:

Is the feature even formulated as a hypothesis?

How do we measure whether it is successful?

Do we really need the full complexity or is a minimal setup enough?

With Noesis

The same scenario, but this time a metaprompt is supplied in the background that describes the company context.

For example, AI now knows that the company works on the basis of hypotheses, prioritizes measurable results and tries to validate risks at an early stage.

The answer changes noticeably.

The AI not only proposes an API, but starts with a question: How will the success of this feature be measured? It recommends first building a minimal endpoint that only provides the most necessary data to enable an experiment. In addition, she suggests directly integrating tracking that makes usage measurable.

Instead of a “finished” solution, the result is a solution that can be experimented with.

Technology is no longer neutral. It is strategically oriented.

Structure instead of gut feeling: corporate culture as a data model

For this to work, culture must be detached from its diffuse form.

In many companies, culture is understood implicitly. People “know” how decisions should be made – at least they think they do. This implicit knowledge works surprisingly well in small teams, but breaks down at the latest when organizations grow or teams work in a distributed manner.

Noesis forces us to make this implicit understanding explicit.

It starts with the WHY: Why does the company exist at all? Is it about efficiency, innovation, speed or stability? Then comes the language. Terms such as “feature”, “experiment” or “KPI” must be clearly defined – otherwise every role will interpret them differently.

A concrete example: In one team, “done” might mean “code is implemented”. In another, it means “feature is rolled out and measurably successful”. Without a common definition, misunderstandings inevitably arise.

Based on this, cultural principles are formulated. For example: only what is measurable can be optimized. Or: risks are validated early on before scaling. These principles are no longer empty phrases – they become decision-making rules.

This is supplemented by a decision model and clear constraints. For example, it can be stipulated that new technologies may only be introduced if they can be integrated into existing platform standards. Or that every major implementation is broken down into feature steps.

This structure is not an end in itself. It is necessary so that AI can process it. Because unlike humans, AI cannot read between the lines. It needs explicit context.

Language as a control instrument

An often underestimated effect is the standardization of language.

In many organizations, several parallel conceptual worlds exist. This leads to subtle but effective misunderstandings. A product owner talks about a feature, but means a technical idea. A developer understands it as a concrete implementation. Management sees a building block of the roadmap.

These differences are hardly noticeable in everyday life, but lead to discussions taking longer, decisions remaining unclear or expectations not being met.

Noesis acts as a standardization mechanism here.

If terms such as hypothesis, experiment or KPI tree are used in every prompt – and are clearly defined – then this forces everyone involved to think in the same language.

A simple example: instead of asking “When will the feature be ready?”, the question is suddenly “When will the hypothesis be validated?”. This small linguistic shift shifts the focus from implementation to impact.

This not only reduces misunderstandings. It changes the way we think.

Onboarding without training

Another effect can be seen during onboarding.

Traditionally, onboarding means reading documents, attending meetings, absorbing tacit knowledge. With Noesis, this is changing. New employees work directly with AI tools that already contain the company context.

You don’t learn theory first. They learn through application.

Every answer they receive is already formulated in the context of the company’s logic.

Classic organization vs. noesis

In traditional organizations, strategy is a static artefact. It is defined, communicated – and then more or less forgotten.

In a noesis model, strategy is a dynamic context. It is always present – not visible, but effective.

That is a fundamental difference.

Why it works now

The idea of translating culture into systems is not new. What is new is the technical possibility. Three developments come together:

AI as a decision-making tool. Decisions are increasingly being prepared in dialog with AI.

Prompts as an interface. The prompt becomes the central API between human and system.

Context beats logic. The quality of the answer depends more on the context than on the question itself.

Noesis uses precisely this interface.

Risks and limits

The model has clear risks.

A bad metaprompt scales bad decisions. Rules that are too rigid can prevent innovation. And without proper integration into existing tools, the concept remains theoretical.

Noesis is not a substitute for good leadership or good architecture. It is an amplifier.

A pragmatic start

Getting started with Noesis does not have to be complex. On the contrary: too much perfection at the beginning often prevents the model from being used at all.

A sensible starting point is to clearly formulate your own WHY. This sounds trivial, but in many organizations it is surprisingly vague. Why does the product really exist? What problem is being solved – and for whom?

Based on this, a common terminology is defined. This can initially be a small glossary that clearly describes terms such as hypothesis, experiment or feature step. What is important is not completeness, but bindingness.

The next step is to define a few clear decision-making principles. For example: Decisions must be measurable. Risks are validated at an early stage. Complexity is deliberately reduced.

These elements are then converted into a metaprompt – i.e. into a form that can be understood and processed by AI systems.

The final step is integration into everyday life. This can be done by simple means: Prompt templates, browser extensions or IDE plugins that automatically add the context. For example, a team uses a shared prompt template in its AI tool that always contains the company context. This context flows into every request without any additional effort.

The crucial point is not perfection. The crucial point is repetition. Only when the context is present in every interaction does the effect unfold.

Conclusion

Noesis shifts the perspective.

Strategy is no longer something that is communicated. It becomes something that is executed.

Not even once a quarter. Not in the Steering Committee. But in every single decision.

And this is precisely where it is decided whether strategy is real – or remains just a document.

At ONLU, we help banks and insurance companies to think of AI not just as a tool, but as a strategic operating system.
